Course Objectives:
- Identify key legal concerns and liability risks associated with routine and emergency vehicle operation, including pursuits.
- Analyze national and state data on vehicle-related incidents in law enforcement.
- Apply relevant case law, including Norton v. Hall, to operational decisions in the field.
- Distinguish between ministerial and discretionary functions under the Tort Claims Act and review model policy applications.
