Instructional Goal:  This course will focus on the laws related to the movement and control of traffic, including the elements of violation. Emphasis will be placed on the proper utilization of the Violations Summons and Complaint.

NOTE REGARDING INSTRUCTION OF THIS LESSON PLAN CONTENT

The Maine Criminal Justice Academy (MCJA) expects the instructor to teach the concepts outlined in the lesson plan.  This expectation allows for variation in instruction style and the creativity to use their own examples/scenarios as discussion points. Instructors may also reorder the concepts taught and use either the PowerPoint presentation prepared for this lesson plan or another PowerPoint presentation that properly address the concepts in this lesson plan.

PERFORMANCE OBJECTIVES

At the end of this unit of instruction, the student will be able to accomplish the following objectives as outlined in the lesson:

X.X.1  Define the following terms from the Maine motor vehicle statutes/Title 29-A: motor vehicle, vehicle, motor vehicle violations, moving violations, public way, and traffic infractions.

X.X.2  Identify the legal standard for a law enforcement officer to stop a motor vehicle.

X.X.3  Identify the violations and possible penalties related to mandatory motor vehicle registration.

X.X.4  Identify the violations and possible penalties related to driver’s license status.

X.X.5  Identify the violations and possible penalties related to mandatory motor vehicle insurance.

X.X.6  Identify the violations and possible penalties related to mandatory motor vehicle inspection.

X.X.7  Identify the violations, possible penalties, and law enforcement authority related to abandoned vehicles.

X.X.8  Identify at least 5 motor vehicle equipment requirements outlined in the Maine motor vehicle statutes/Title 29-A.

X.X.9  Identify at least 5 rules of the road topics outlined in the Maine motor vehicle statutes/Title 29-A.

X.X.10 Identify the violations and possible penalties related to operating a motor vehicle at rates   exceeding statutory speed limits.

X.X.11 Identify the requirements of the mandatory safety seat belt laws.

X.X.12 Identify the 3 proper procedures for law enforcement officers when investigating a motor vehicle crash.

X.X.13 Identify when it is appropriate to use the Violation Summons and Complaint and Uniform Summons and Complaint forms.
