Law Enforcement Training Consultant

Bob Schwartz comes to us with a vast amount of experience and knowledge. He recently retired as the Executive Director of the Maine Chief of Police Association’s, where he managed day-to-day operations of the association. His duties included coordinating a membership of 350+, including Maine’s Chiefs and Sheriffs. Coordinates department evaluations as requested by municipalities. Responsible for budget planning and administration, including all financial business of the association.

Before being the Executive Director of the Maine Chief of Police Association, he was the Chief of Police for the City of South Portland – Managed a police department for a city of 24,000 residents with a daytime population as high as 75,000+ because of the Maine Mall and major employers such as Unum, Blue Cross, and National Semiconductor. Directed a staff of 55 sworn officers, six civilians, ten police reservists, six park rangers, and 12 crossing guards. Planned and managed a budget of $1.9 million.

Additionally, he was responsible for formulating all policies, rules and procedures, planning, organization, staffing, labor relations, and workplace safety among others. Oversaw the development and implementation of numerous community policing programs, some requiring grant writing.
