As the Owner of Compass Correctional Consultants since August 2021, Cindy provides consulting services to criminal justice agencies and private business partners. Her expertise encompasses supervisor and leadership development training, correctional policy creation and implementation, organizational culture assessments, and effective management of consent decrees.
From June 2017 to May 2021, Cindy served as Commissioner for the New York City Department of Correction, where she led strategic operational and administrative goals. Her achievements include a significant reduction in the use of restrictive housing, implementation of rehabilitative programs for mentally ill individuals, and successful compliance with federal consent decree.
Earlier, as the First Deputy Commissioner (August 2015-June 2017) and Deputy Commissioner of Quality Assurance (streamlined division operations), Cindy played key roles in overseeing administrative operations, human resources, and ensuring compliance with laws and regulations.
As the Associate Commissioner for the Maine Department of Corrections from April 2011 to August 2015, she provided executive leadership and strategic planning, leading initiatives such as a 25% reduction in the return-to-prison rate and the creation of a Mental Health Unit at the Maine State Prison.
Her extensive career includes roles as Regional Correctional Administrator (2001-2011), where Cindy implemented evidence-based practices, and earlier positions as Probation and Parole Officer, Police Officer, and various leadership roles, all contributing to her well-rounded expertise in law enforcement.
